The Nordic Model is based on the assumption that prostitution is a violation of human rights and makes gender equality impossible.<\/p>\n<p>The underlying ideas are as follows: Prostitution and human trafficking for the purpose of sexual exploitation are harmful practices that can hardly be separated from one another. Prostitution is seen as a highly gendered issue, as sexual services are almost exclusively consumed by men and are predominantly provided by women.<\/p>\n<p>Prostitution is not viewed as a form of sexual freedom and self-determination, but rather as an opportunity for men to buy women&#8217;s bodies. <strong>Therefore, the Nordic Model questions whether it is acceptable for sexual acts or the bodies of people to be purchasable, advocating for a ban on the purchase of sex.<\/strong><\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-d179970 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"d179970\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-337c7a4\" data-id=\"337c7a4\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-1bdff2a elementor-widget elementor-widget-heading\" data-id=\"1bdff2a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Facts at a Glance<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-befbe2e elementor-widget elementor-widget-text-editor\" data-id=\"befbe2e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The Nordic Model was<strong> first introduced in Sweden in 1999<\/strong> (hence the name) and was part of changes to various laws aimed at achieving gender equality in Sweden. It is also known as the <strong>&#8220;Equality Model.&#8221;<\/strong><\/p>\n<p>The Nordic Model is implemented in several countries, each with individual adjustments. The following countries have already amended their laws:<\/p>\n<ul>\n<li>Sweden (since 1999)<\/li>\n<li>Norway (since 2009)<\/li>\n<li>Iceland (since 2009)<\/li>\n<li>Canada (since 2014)<\/li>\n<li>Northern Ireland (since 2015)<\/li>\n<li>France (since 2016)<\/li>\n<li>Ireland (since 2017)<\/li>\n<li>Israel (since 2018)<\/li>\n<\/ul>\n<p>One of the core elements, however, is always the criminalization of the purchase of sex while decriminalizing the sale of sex. In the Nordic Model, the client is made criminally liable.<\/li>\n<li><strong>Decriminalization of prostitution<\/strong> (the offering of sexual services). In all countries that have adopted the Nordic Model, the following results can be observed:<\/p>\n<ul>\n<li>The number of clients decreases<\/li>\n<li>The number of women in prostitution is reduced<\/li>\n<li>A shift in societal attitudes takes place<\/li>\n<li>A decline in coerced prostitution and human trafficking<\/li>\n<\/ul>\n<p><strong>Sweden,<\/strong> which has had the Nordic Model in place for over 20 years, shows the following positive outcomes:<\/p>\n<ul>\n<li><a href=\"https:\/\/home-affairs.ec.europa.eu\/policies\/internal-security\/organised-crime-and-human-trafficking\/together-against-trafficking-human-beings_en\">Street prostitution was reduced by 50%.<\/a><\/li>\n<li>After 9 years (2008), <a href=\"https:\/\/www.researchgate.net\/publication\/319300224_The_Swedish_Sex_Purchase_Act_Where_Does_it_Stand\">the number of clients dropped by 8%<\/a>, and the number of<a href=\"https:\/\/www.prostitutionresearch.com\/Sweden%27s%20prohibition%20of%20purchase%20of%20sex-%20The%20law%27s%20reasons%2C%20impact%2C%20and%20potential.pdf\"> women in prostitution decreased by two-thirds.<\/a><\/li>\n<li>Initially, only 30% supported the model;<a href=\"http:\/\/www.xn--ntverketpris-gcb.se\/DiverseTexter\/TheBanAgainstThePurchaseOfSexualServices-AnEvaluation1999-2008.pdf\"> now, 75% of the population endorses it.<\/a><\/li>\n<li>Awareness campaigns led to a <strong>change in mindset<\/strong>. It is no longer considered &#8220;cool&#8221; to visit a prostitute but seen as a sign of lacking relationship skills. The derogatory term &#8220;whore&#8221; disappeared from everyday language, while &#8220;client&#8221; became an insult.<\/li>\n<\/ul>\n<p>In <strong>France,<\/strong> according to a 2018 study, <a href=\"https:\/\/sciencespo.hal.science\/hal-02115877\/document#:~:text=However%2C%20despite%20the%20stated%20aim,the%20previous%20laws%20against%20soliciting.\">the number of clients already dropped by 50-75%.<\/a><\/p>\n<p>The evaluation following the introduction of the Nordic Model in <strong>Norway<\/strong> in 2009 shows a <strong>weakening of the prostitution market by 20-25%<\/strong> (with street prostitution decreasing by 45-60%),<strong> a reduction in demand<\/strong>, a<strong> decrease in human trafficking<\/strong>, and fewer recruitment efforts.<\/p>\n<p>In <strong>Northern Ireland<\/strong>,<a href=\"https:\/\/www.justice-ni.gov.uk\/sites\/default\/files\/publications\/justice\/report-criminalisation-paying-for-sex.pdf\"> street prostitution decreased by 50%,<\/a> and <a href=\"https:\/\/www.justice-ni.gov.uk\/sites\/default\/files\/publications\/justice\/report-criminalisation-paying-for-sex.pdf\">11% of clients<\/a> reported adhering to the sex purchase ban and not visiting prostitutes since its implementation.<\/p>\n<p>So far, it appears that the law works where it is effectively implemented.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-3d07469 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"3d07469\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-a4d9980\" data-id=\"a4d9980\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6a3d892 elementor-widget elementor-widget-heading\" data-id=\"6a3d892\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Criticism of the Nordic Model<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-365448f elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"365448f\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-c5ad776\" data-id=\"c5ad776\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-9c203f7 elementor-widget elementor-widget-text-editor\" data-id=\"9c203f7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Critics of the Nordic Model typically raise concerns in the following areas:<\/p>\n<p>Critics of the model view prostitution more as sex work and an opportunity for individuals to engage in work autonomously. Therefore, they disagree with the core idea of the Nordic Model, which states that prostitution is incompatible with human dignity. <strong>They instead advocate for strengthening the rights of people in prostitution, rather than imposing prohibitions.<\/strong><\/p>\n<p>They acknowledge the problem of coerced prostitution but believe that combating it is more about strengthening the rights of those in prostitution. They distinguish sex work clearly from coerced prostitution. Since they want to strengthen and de-stigmatize prostitution as a normal occupation, they reject a stigmatizing ban on purchasing sex. Instead, they advocate for strengthening rights and taking measures against stigmatization.<\/p>\n<p>It is also criticized that by criminalizing the purchase of sex, prostitution is pushed further into illegal and\/or less protected areas, which are less accessible for outreach workers. (For example, less prostitution on the streets, but more offers in apartments.) For them, <strong>prostitution already takes place in secret. <\/strong><a href=\"https:\/\/www.destatis.de\/DE\/Presse\/Pressemitteilungen\/2022\/07\/PD22_277_228.html\">In 2021, only 23,700 prostitutes were legally registered in all of Germany.<\/a> Many experts estimate the actual number to be much higher, and authorities and police see that prostitution and the organized crime associated with it are currently uncontrollable.<br \/>(Forced) prostitution and human trafficking take place in a<strong> parallel society in Germany<\/strong>. Just give me a phone, and I&#8217;ll show you where it is.&#8221;<\/a><\/p>\n<p>In response to the argument that the <strong>rate of rape would increase<\/strong> if the purchase of sex were banned, proponents argue that this statement itself is sexist and discriminatory, as it implies that women in prostitution are more acceptable targets for rape. In reality, it is observed that <a href=\"https:\/\/documentation.lastradainternational.org\/lsidocs\/Mensex.pdf\">where prostitution is legal, more women are raped.<\/a> <a href=\"https:\/\/prostitutionresearch.com\/pdf\/Farleyetal2011ComparingSexBuyers.pdf\">Clients rape eight times more ofte<\/a>n than men who do not buy sex. For those who are pro-prostitution and prefer to talk about sex work, the Nordic Model would represent a setback.<\/p>\n<p>For those who view prostitution critically for various reasons, the Nordic Model could offer a way out of the current dire prostitution situation in Germany. However, <strong>the model itself is not a panacea. I<\/strong>ts success can only be demonstrated if it is truly implemented, and if resources and means are made available to advance <strong>education, prevention, and awareness programs, as well as law enforcement.<\/strong> Police, the judiciary, and (social) offices and <strong>authorities must be trained.<\/strong> Financial support for actual exit programs for affected individuals must be included in new legislation so that the state invests resources and takes responsibility.
